What is an unstoppable plot

These are generally public land plots and parks serving the public, agricultural land or a set of adjacent agricultural plots of more than 0.5 ha where this does not include gardens up to an area of 0.1 ha and land that is part of built- building plots. In addition, forest land and a set of adjacent forest lands larger than 0.5 ha can be included here.
