The county is a territorial unit that has a limited type of self-government. There are fourteen regions in the Czech Republic, which include individual districts and together form one state. The regional government is represented by a regional council which elects the citizens of the region once every four years. The head of each region is the governor, who agrees with the elected assembly after the election. All citizens of a given region who are at the latest on the day of the elections are eligible for election to the regional council and have not been taken into account because of a serious mental disorder.
